Plan for tides is to be in escalation as much as possible, swapping to convergence every other turn. Units with listed powers will always take those. Forces then divide as follows:
1. Draigo/cannon captain/librarian babysit the purgations for a 13 cannon/6 24" smite block.
2. Terminators will attempt using gate/astral aim/psybolt ammo to get into an annoying spot.
3. Crowe and purifiers in the raven, ancient and WL captain in reserve. Will attempt to drop everything together for over the top smiting (4 shots at D6+1). Choice of rubbish WL trait is to get a ld11 purge soul shot when standing next to the ancient.
4. Strikes may start with Draigo blob for extra smites, but are intended for dropping on objectives either by deepstrike or gate.
I put together a spreadsheet comparing psilencers and psycannons. You probably want a bit of a mix, rather than spamming the psycannon.
Psycannons slightly outperform psilencers when they have no buffs--and that is debatable considering they are nearly 2x the cost. Psilencers massively outperform psycannons when they are buffed.
Does your Ancient have Inner Fire? Sanctic Shard for +2 to his casts and a reroll, Deep Strike within 3" of your target, use the +6" strat, and he's going to give a lot of mortal wounds! Then let him cast a second time for his Banner smite.
Edit: Powerful Adept (the +6" range) only works on models with Rites of Banishment, and taking the Banner makes him lose that rule. Bummer.

Yes - I agree that psilencers are generally better, my thoughts with this list were that as I probably wouldn't be able to use both psybolts and psychic onslaught without burning through all my CP I could go with unbuffed psycannons and let them just get on with it.
I am having second thoughts on a few things though, after reading through the new tactics thread I'm really liking the idea of using edict imperator to double tap psybolts (so burning all the CP like I didn't originally want to do...) - potentially taking 2 ten man terminator squads and having one use astral aim while hiding and the other getting a few of the defensive buffs dropped on them. This would probably mean dropping the purifier bomb/storm raven.

Brother Captain (WL) - Inspiring leader, purge soul, storm bolter, sword
Apothecary - Sword, inner fire
Paladin Ancient - Banner of refining flame, storm bolter, falchion
Paladins - min squad with 3 hammers
Basically a similar idea, Draigo and all the guns in one block, voldus moves/protects one terminator squad while the other gates and hides. The new vanguard detachment is the lightweight replacement for the purifier bomb, this time trying to line up the following:
1. Enhanced purge soul
2. "Long" range banner
3. Apothecary could potentially use dynamic insertion and powerful adept with inner fire, and heal himself if he survives
4. Hammer Paladins to distract from the regular terminators who are doing all the real work

This is definitely a concern, but if I was going for the 100% most efficient army list I could think of it would probably be iron hands based. I'm hoping that astral aim sniping will keep 1 unit of terminators alive for a while, the other will be a bit trickier but armoured resilience/redoubtable defence should slow down casualties. If the terminators are being focused, then hopefully that means I may get an extra turn of shooting from the psycannons at least.
