Hi all,
So, there's a question I have regarding the interaction between the Retributor's ability to move and fire heavy weapons without penalty, and the Repressor's ability to allow passengers to shoot from the vehicle.
Faithful Advance: Models in this unit do not suffer the penalty for moving and firing Heavy weapons. (Codex: SoB - Page 93)
Page 54 – Sororitas Repressor
Change the Firing Ports ability to read: ‘Up to 6 models embarked on this model can attack in their Shooting phase. Measure the range and draw line of sight from any point on this model. When they do so, any restrictions or modifiers that apply to this model also apply to its passengers; for example, the passengers cannot shoot if this model has Fallen Back in the same turn, cannot shoot (except with Pistols) if this model is within 1" of an enemy unit, and so on.’ (Imperial Armour Index: Forces of the Adeptus Astartes FAQ, page 3).
My concern is that underlined part: Any restrictions and modifiers that apply to this model (that being the Repressor) also apply to its passengers. A Repressor that moves suffers -1 To Hit with heavy weapons, and as that applies to the Repressor, would that also not apply to its passengers?
Which rule takes precedence?

I would think that they may have the vehicles' "has moved" applied to them normally, but the other rule means they do not suffer for having that status applied.
You are actually suffering the restriction of the status "has moved", not the restriction of -1 to hit with heavy weapons. The transport moves, and thus has moved, a restriction on its other abilities and actions. The contents are equally restricted.
Look at the pistols! The repressor has no pistols, but shares its situation .. the STATUS of <1 inch away to the things inside. They can't shoot most weapons at <1 inch any more than it can, unless they have an inherent quality to ignore that restriction (eg, their gun is a pistol, and can shoot in melee ranges, so they do, despite the repressor's suffering the effect (it can't shoot) being cause to the repressor by the repressor's restriction/modifier (being within 1 inch) ...the pistol packing mama with the inferno weapon may have the status from the vehicle, but the status interacts with her rules differently (she does not suffer for being less than an inch from the target)
caveat being "I think this is how..."

My interpretation is that the negative modifier is passed on from the vehicle to the passengers, overriding their normal ability.
Fluff-wise, the retributors are trained in how to move around in a way that doesn't compromise their ability to fire with heavy weapons. I don't think this would apply to them trying to aim their weapons through the windows of an armoured vehicle as it hurtles across the battlefield.

Yeah, so they moved (that's the negative status being transferred). But their own rules still say that they do not take the penalty for tohit rolls on their heavy weapons.

that matches what I thought .. but I will also allow that its an area of "friendly discussion" sort of rules murkyness, where friendly people who can't agree on it roll off to see what the interpretation is, or more formally (and less lovingly) call the TO over to make a ruling that both must abide by that game.
It should not, however, be something that either side quietly fumes over and is afraid to point out / ask. Better to explicitly lay it out in the beginning, even if it is to say "these are my retributors, they have this rules interaction that is neat and I don't want to play gotchahammer on you". That way the opponent has a chance to bring his argument to bear when its not a blood feuled dice flying basilisk hurled across the room stomping angry geek quit kind of thing, but more of "ok, I am aware and we are both agreed, now lets play, good sir". (At least, in any play below the most competitive, best to keep it above board that way, I think.)

I would say that the Repressor counts as having moved, and so do the Rets.
They still count as having moved, thanks to the Repressor's rule, but they don't take the penalty for having done so, thanks to their rule.

Using the firing ports applies a penalty, but the unit’s own rule ignores that penalty.
Just apply all the rules and it works out as no shooting penalty for that unit in this situation.
