Not played a commanders game, but given that the Harlequins are stuck with being fast close-quarter units, I wouldn't want more of the same.

A Shadowseer opens up the psychic phase while the Death Jester provides long range support. Given its 20 points cheaper, I'd go for the Death Jester just to remind the other player that he cannot rely on keeping their distance. With that 20 point difference you can easily afford another well-armed troupe player.

Casual gaming, mostly solo-coop these days.

Generally you don't get a choice of including a commander or not - the mission will dictate whether or not you take a commander.

You have enough roster room to accomodate all three and a jester.

I agree that the jester and seer are both more interesting than the troupe master. Which is better will depend on mission and opponent.
