You get to see your opponents list and see what mission you are playing before constructing your schemes of war deck. First thing you want to do is remove the ones you cannot complete, that should be around 6. Then remove the ones that are going to be very hard, like if your opponent just has a couple of Company Commanders sitting out of LOS and you're a gunline you might never get assasinate despite it technically being possible, I'd also remove Domination at this stage and a couple of the Necron Objectives that are way too hard to achieve. Now I did complete Domination in my last game when i played with a full deck, but I usually play to win by 1+ VP and for that Domination is a bad card. So what your goal is with the game should also factor in. Depending on the mission you could run out of cards if you only have 18, this means you might be forced to shuffle things back in with CP, which can be good or bad. Generally it's always best to get down to as tight a deck as possible in card games, I don't have any stats on this for 40k, but I think it's fairly safe to say the same applies. Some armies are not geared for taking and holding an objective, IMO those armies are more common than the armies that can easily hold an objective but has trouble spreading out and grabbing new ones. Even though they are worth more I think the hold objectives are often a worse choice than the take objectives.
