Using the example of the stasis bomb, it says I have to choose 1 unit to attack. However if a character is standing right next to that unit, maybe buffing them with a save or something, does the bomb not affect them aswell? That seems a bit of a one way street

"Pick one enemy unit", doesn't get much clearer than that.

Anything you do not choose, including the character standing next to it, is not affected.

Pick *ONE* enemy unit.

40k does not follow logic. Flamers are better at hitting super sonic aircraft than anti aircraft guns, a 40 year old man in a fancy hat is just as accurate as a multiple millenia old space elf master of war, and stasis bombs only affect the 10 grunts and not the captain sitting next to them.

In short, the rule says one unit so it affects one unit.

Templates / area effect weapons aren't a thing any more. It's been streamlined to x hits against the target model / unit.
