Would this allow me to fire over-watch on normal ballistic skill instead of 6+ ?

No, as that isn’t a modifier, and Overwatch success ignores modifiers anyway.

No, because Overwatch hitting on a 6 (it hits on a 6, not a 6+) is not a hit roll modifier or a Ballistic Skill modifier.
