The Faith & Fury book says its for use with codex: space marines. Has GW said anything about it?
I wanted to use some of this upgrades like the Chief Apothecary with my Dark Angels.

In a word, no.

Blood Angels, Dark Angels, and Space Wolves dont get access to anything from Faith and Fury.

Note that Blood Angels and Dark Angels did get access to some Stratagems from Codex Space Marines in their respective PA books, but that is only because those specific stratagems were printed in their sections of those books.

No, it literally says it supplements the rules from Codex: Space Marines and nothing else.

Like wise Dark Angels dont get chapter master either as they obviously dont want you playing any successor chapters.
