Just a weird idea wandering between my ears. What if we:
A.) Moved the shooting phase to occur after the Charge and Fight phases.
B.) Adding a rule stating that (non-heavy?) ranged weapons may be fired at a target you charged this turn even while within 1" of the enemy.
It's a little odd to picture a squad charging forward and then shooting their guns, bujt I suppose that if you're going to charge at all, you probably ought to focus on doing so at speed rather than slowing yourself down by aiming and shooting.
Why such a weird change? Well, the way I see it:
* It makes counter charge units more important/desirable. Having your sternguard tied up in melee suddenly isn't so bad if their vanguard pals can clear the foe, freeing them up to shoot afterwards.
* It helps pistols and other short-ranged weapons out. Sure, pistols are less special under these rules, but they also won't cause you to fail a charge because your opponent removed the closest model before you tried to charge in. Flamers and inferno pistols and such will have an easier time being brought to bare as well. Anyone else want to charge a guardsman screen with some raptors or harlequins and then turn their melta/fusion guns on the tanks behind said screen?
*If the smash captain is charging into you, his repulsor friends in the back lines aren't also shooting you.
It's a weird idea. Probably has plenty of flaws. But it seemed like an interesting conversation starter. And before anyone brings it up, yes, some form of alternating activations is probably preferable.
