Okay, so suppose a T'au unit (A) has enemy models within 1", and it is charged by a second unit. Can a unit (B) that has For the Greater Good within 6" of that T'au unit A fire overwatch, presuming it hasn't done yet this turn?

As long as unit B is eligible to fire Overwatch, yes.

It doesn't matter that Unit A can't declare Overwatch, Unit B gets to act as if they too were targeted.
