So I understand "Imperium Nihilus: Vigilus Defiant" and "Imperium Nihilus: Vigilus Ablaze" provide some new rules, data sheets, and scenarios. My question is, how do they apply to the normal game?

are things like "Specialist Detachments" valid for tournament play or are they only useable when you are playing games for these specific books? Id like to use the relic weapon "Da Souped-up Shokka" but there is a pretty good chance my opponents do not have their armies built to match rules from Imperium Nihilus: Vigilus Defiant.

in general, how are these books used?

You can take them in all official events. The souped up shokka is a highly competitive option that a lot of ork players spend CP just to be able to take.
