I remember when we were told we were getting a codex for them in 6th and I was super stoked. Then I saw what was released and totally changed my mind. It was a fantastic piece of garbage.

They dont exist in the rules as an official chapter. Play them as self made chapter and give them two abilities from the SM tactics list.

For legion of the dammed squads, Deathwatch veterens, Grey knight terminators, Inquisition+henchmen, harlequins (any troops, death jesters etc, no vehicles or jet bikes), ork kommandos, Ork Freebooterz, imperial guard veterens... Anyway, there's absolutely loads. There should be an insert in the index's for these that allow you to take them as auxiliary allies within other armies without paying the command point tax for these specific units and may more across other armies.
They should have access to a fluffy allies detachment that not all units should be allowed too that can be inserted into certain armies.
1x Ork kommandos unit working in an imperial guard army for example is historically very fluffy.
Legion of the dammned for obvious reasons, deathwatch veterens allow them to be used in their true historical form, same as grey knight terminators should be available to all imperium armies.
Harlequins could be in any imperial guard and eldar army.
Imperial guard veterens being available to any imperium army and chaos army.
It would just return 40k to allow some of the fluffy allies of past without the ridiculous command point tax (totally understandable to have to pay 1 CP for a free blade though).

You can't use LEGION OF THE DAMNED as a <CHAPTER> keyword though due to FAQ. You could use LEGION OF THE DAMNED MK2: ELECTRIC BOOGALOO and run them as a successor chapter, though you'd lose the whole Invulnerable and Deep Strike shtick.

Well that sucks. Automatically Appended Next Post: Looking at the rules for previous editions it becomes clear they were never meant to be played as anything more than allies

Play them using Deathwatch rules. Pay 2ppm for Storm Shields (for those that can) to get the 3+ invulnerable. Special Issue Ammo gives you the magic bullets. Stratagem allows the teleport-style mystical deployment. Bam... you have a whole army list to choose from, and a WD supplement coming soon to add on elements of Doctrines etc.

You could make a thematic version:
Play all drop pods and null deploy.
75% of the time, never play anything and lose bottom of Turn 3 (or to points if playing an Acceptable Casualties Mission).
12.5% of the time, arrive Turn 1 but then concede Turn 2 and leave the store.
12.5% of time, and this is the hardest, arrive on Turn 3 and smash everything on your table, your neighbor’s table, and then say something cryptic before... again, leaving the store.
