I don't think so.

Other Primarchs with physical mutations such as Curze or Corax with their pale skin and dark eyes pass their mutation in their gene-seed to their Astartes as does Vulkan with his onyx black skin and glowing red eyes and Russ with his werewolf teeth, etc... not a single Blood Angel grows wings after gene-seed implantation.

So it leads me to conclude Sanguinius received his wings either during transit in Warp from Sol system to Baal or from radiation in Baal.

It's generally been implied it was the taint of the warp that gave him his wings - certainly the 2nd edition Codex implied as much - but I don't think it's ever been confirmed one way or another.

The gestation pod that housed the infant Sanguinius came to rest upon Baal Secundus, at the place now known as Angel's Fall. The infant Primarch was found by one of the wandering tribes of humans who called themselves the Folk of Pure Blood, or simply "the Blood." The young Sanguinius' life almost came to an end then and there, for the touch of Chaos had changed him. Tiny vestigial wings, like those of an angel, emerged from his back. Many wanted to kill the child as a mutant, though in all other ways he was as perfect a child as had ever been seen. Eventually innate compassion prevailed and the child was spared.

Of course this fluff is over 20 years. I am struggling to remember if anything has been said about it more recently. The BAs don't grow wings but they do have an affinity for aerial combat whether it be with jump packs or as pilots.

There was a thing in one of the siege of terra books where he’s flying around marveling at his wings, and how masterfully they had been engineered by the emperor, because anatomically there’s no way he should be able to fly.

I don't think that necessarily conflicts though - I certainly wouldn't tell kid Sanguinius that's he's tainted by Chaos to his face. It's possible he grew up thinking it was Emp's design.

And honestly I feel like that gives it more nuance. 40k is supposed to be a setting of misinformation, half-remembered myths and glossing over what benefits the Imperium even if it's technically heresy.

I prefer to buy from miniature manufacturers that *don't* support the overthrow of democracy.
