Can the strat be used on a broodlord?

Is that what you are asking?

If it is, the Strat lists who you can use it on. (Note some of the names in the strat are not in all capital letters, so those are not refering to keywords).

From the 'Feeder Tendrils' stratagem on page 118 of Codex Tyranids:

Use this Stratagem when a Genestealer, LICTOR, Toxicrene or Venomthrope from your army kills a CHARACTER in the Fight phase. Gain D3 Command Points.

Words in the keyword font (e.g., LICTOR) apply to any unit with that keyword. Those not in the keyword font (e.g., Venomthrope) are referring to a unit with that specific name on it's datasheet.

Weird, this makes it look like LICTOR and CHARACTER is not in caps, but i guess that is because of the L and C being a larger font?

Look at the rest of 'Lictor' and 'Character'. They're in bold and have small caps for the remainder of the word (a font choice that wasn't used in the digital codex).

Broodlords indeed cannot use this stratagem.

It's a case of 'no model, no rules'. There has never been an official broodlord model released which was modelled with feeder tendrils, so GW worded the stratagem so they can't use it.

(Back in 4th edition there was rules support to equip them with the upgrade, but there was no model support for it)

Its irrelevant what upgrades a model has, or how the stratagem is named. The only thing that matters is keywords or unit names, in this case.

I dont think how a model was modeled back in 4th edition had anything to do how the stratagem was designed.

GW design their rules based on their models.
Some upgrades stick around in the rules due to being included in an old version of a kit, even when they aren't in the newest one (eg. hive tyrant rending claws).
Other upgrades which used to exist, but have never had official model support, have a tendency to vanish.
By that logic the fact that there has never been a broodlord model released with feeder tendrils justifies quite well why the stratagem was designed to use the genestealer unit type, rather than the keyword. Despite the fact that the upgrade did used to be available to broodlords.

I find this explanation helps to head off the players who refuse to accept that this was done intentionally, and start complaining that it should be changed in an FAQ. Which I've seen in previous discussions where this particular rule came up. That's why I provided it. I'll leave it at that.

And if you were to read my post, you will see that I said that the digital codex did not use the same font choices as the Community article.

Keyword font is all caps in bold. LICTOR and CHARACTER still meet that requirement since small caps are still capital letters and the word is in bold.

Codex Tyranids came out in November 2017. They're not going to change anything at this late date, nor does it need a FAQ. Both the codex and the Community article says the same thing in slightly different ways.
