At what point can you no longer use strategems that have to be used "Before the battle"?

Are they used at list creation?
Before any dice are rolled for pre-game conditions?
After deployment before the first movement phase begins?

From the Main Rulebook FAQ:

Q: Certain abilities and Stratagems are used ‘before the battle’. When specifically is this?

A: The game begins when players start the Deployment step of a mission – all abilities and Stratagems that are used ‘before the battle’ must be used before then.

Assuming you're using the CA19 missions, you roll for who is the attacker and the defender at the start of the deployment step and then the defender rolls to see which deployment zone is used.

In any case, the point where you roll to see which deployment zone is used is well too late to use "before the battle" stratagems.

The rules for each Scenario have a Deployment section. When you start using that, you are no longer before the battle.
