Which one happens first between the two?

Well, we don't know because you didn't tell us which "damage halving" effect is taking place or which Ignore Wounds effect is being applied.

You cannot ask generic questions in 8th because 8th is a tangled mess of special snowflake rules and special snowflake FAQs.

Assuming you're talking about Urien Rakarth's "Contempt for Death" and Power from Pain's "Inured to Suffering" (the first example I could think of of Halved Damage and Ignore Wounds interacting) then the halving happens first.

Wounds inflict Damage, and then that Damage causes a model to lose wounds. Ignore Wounds effects happen when you lose wounds, which happens AFTER the Damage has been halved.

When you have a rules question you need to quote the relevant rules.

Right, sorry. The two I was thinking about was abaddons halving rule and delightful agonies.

Edit: I kind of would read it as delightful agonies would kick in first even if I'd rather have it the other way around.

It works the same as the Urien Rakarth example in my original reply.

You can’t halve the damage of a Wound, so halving damage comes before FNP-type rules.

And here we have a perfect example of why overloading words is a bad design choice.

A Wound that has had the Save be failed inflicts Damage, so you are indeed halving the Damage of a Wound. That halved Damage is then inflicted which causes the enemy model to lose one wound per point of damage. Then for each wound you would lose, you roll an Ignore Wounds roll and if that is successful, you instead don't lose that wound.

You can’t lose half a wound. There, better? Irrespective of any pedantry (as you knew exactly what I meant) my stated order of operations is correct and it is possible to answer the OPs Q without any specific rules, because of how FNP-type abilities happen after knowing how many wounds you’ve lost.
