I am very new to the Hobby aspect of Warhammer 40K been into the lore and books for years. I love the aspect like many people of the idea of the rogue trader and his ability to hire mercenaries and build his fleet/army anyway he could as long as he's financially able to do so, exiles, Pirates, inquisitors, commissars, guard, tau and in many of the forums extensively argued whether Marine detachments are even allowed. I would would love to even explored the ability if the rules allow it, to have as part of my rogue traders lore that they hired a few pdf squads that are outfitted with solar auxilia equipment's from 30k, is it possible???? What would be the best codex to use Astra militarum Inquisitor or something else?

A "true" Rogue Trader list is technically possible by using the Elucidian Starstrider and Blackstone Fortress rules, but it's not actually practical.

Your best bet Ruleswise IMHO would be to use a mix of Imperial Guard and Sisters of Battle, with Assassin and Inquisitors thrown in. RaW you can't use "wrong" models to represent units, but 99.9% of people won't have an issue with you using whatever models you want to represent your Rogue Trader dudes and use "counts as" rules.

Sweet awesome suggestions I never would have suspected sisters of battle but that seems badass, what's your opinion on this using the 30k units with that kind of lore background? with their rules from 30k apply to them or would I have to just basically use them as guardsman from 40k.

The current 30k rules are written for an older version of the game, not compatible with the current edition.

It depends what 30k units you're talking about. Some kind of exist in 8e (40k Deathshrouds are bigger, but they're still Deathshrouds), some really don't (no Devastator Terminators to simulate Fulmentarii).

The most applicable to a Rogue Trader-style army are probably Solar Auxilia (the retro-diving-helmet-spacesuit troopers), those models would make fine Stormtrooper (=Militarum Tempestus) proxies.
