I've not played 40k in a few years but I want to get back into it. I was looking at some second hand figures on eBay (I'd support a local store but I'm a student and don't have a big budget) and they're much cheaper than I remember them. I'm wondering if this is because of 9th edition and there will be new models coming out so people are selling the current ones while they still have some value. For instance, a drop pods for £15 seems ridiculosuly cheap to me. Is it worthe buying these figures or should I wait for a new edition and buy the new models? I'm a BA player if that helps.

If you're happy with the condition of the second hand figures then sure, why not?

I don't think 9th edition is making a big difference to the cost of the majority of models. Necrons maybe, but not Blood Angels. As far as I know a new Blood Angel codex has not been announced, so I wouldn't worry too much about the models becoming invalidated.

Nobody knows yet what is going to perform badly and what will perform well in 9th edition. If you're willing to take that risk then if you can get cheaper models on Ebay than you can buying new I don't see why you shouldn't do that.

It depends on what you're looking for. Second hand prices fluctuate, but they consistently go for 50-70% of retail price most of the time. Some FLGS and online retailers offer new GW stuff at a 20-25% discount, if you're looking for new models to assemble and paint without the hassle of stripping them.

A drop pod, for example, goes for £27.50 as the latest price increase hit two days ago. A second hand one for £15 is not a bad deal, but not that uncommon either.

Another cheap way to get models, especially for SM players, would be through the starter boxes.
Getting the SM half of the new starter box (depicted under spoiler below, it should arrive in July alongside 9th edition) could be a good and relatively cheap way to get some new models. BA should be able to use them, according to the latest info we have from GW.
Aside from that, the current starter box (Dark Imperium) is going out of print soon but it also has a few SM models that could be useful.
Shoulder pads may be an issue with these boxes though, as the models are single-pose and have a plain pad already attached to the arm.

Secondhand recently got hit heavily with price rises due to Corona and GW shutting down all supply of new models. So as the new market dried up almost entirely, the secondhand also rose in price and sales rate.

It's come down again steadily, though I'd say "stocks" of secondhand have depreciated a bit as a result; now that GW is shipping product once again. That said we are also in unstable times and there might be more people forced to sell to clear up money - either selling projects they've never started or having to sell ones they've worked on.

As for waiting for a new edition it depends what you want really. The Codex on sale now work with the new edition, barring Necrons and Marines, any one of the new codex should be fine (both those are getting big updates of models so its likely they'll get new books or expansion books or somesuch). It's likely most models will stick to their general points and army position and use - so you can start buying if you want to start building.

Of course some things will change, if you're a meta-chaser (want the best of the best) then waiting would be better or only buying single load-out models (or those you can magnetize the weapons off to allow you swap them around); otherwise if you're just getting started for fun games and you're not worried about the "meta" so much then by all means you can make a start.
