Just been pondering on this for a while and it seems pretty obvious, but just want to be 100% sure. If I can use a Stratagem in a specific phase, but have no units that can actually do anything in that phase, am I still able to?

Example: Running 2 units of Kastelans in my Admec, and want them both in double-tap mode as soon as possible. I use Binary Override at the end of my Movement Phase, can I then use it again at the end of the subsequent Psychic Phase even though I have no Psykers or anything else that can actually be done in the Psychic Phase?

Example 2: I have an IF Captain with Fleetmaster, which must be performed at the end of the Fight Phase. If it's Turn 1 and no-one is actually in CC, can it still be used?

A: No. You must play out all of the phases in a turn, and all parts of each phase. In the example you give, your opponent may have rules or Stratagems that are used in your Psychic phase, and so you cannot skip it.

Even if you perform no action within a phase the phase itself still happens. Just so that abilities you (and your opponent) can use in phases can take place.

A player might talk about "skipping a phase" because they've nothing to do in the phase, that just means they are announcing that they are doing nothing; the phase itself has still taken place.

I do the same for my World Eaters.

"Psychic phase...crickets...Ok, shooting phase. One combi-bolter..."

It's not a bad habit to get into, so you don't forget about phases with other armies.

Just so you know, you can't change their mode once you activate Binharic Override. They're stuck in that mode for the rest of the game.

I know, it's easier than having to take 2 Datasmiths however, and I don't really have enough faith in punchy-Kastelans to justify taking them over shooty ones.
