Hello I am new to Tau and would like to know if it is worth taking a commander set up like this.

It is a legal build, but not a terribly effective one.
1. Exemplar of the Mont'ka warlord trait is one to put on a monat (solo) coldstar build, not one if you want to bring drones. Drop one or the other.
2. Shield Generator or Vectored Retro Thrusters. Again pick one or the other. If you are using the Vectored Retro Thrusters then you should be able to break contact relatively easily, and it frees up the hardpoint from the shield generator.
3. Weapons, choose to double (or triple up) on weapons, so you aren't losing the use of the other weapon. What does the missile pod have? Range. What does the Burst Cannon have? ROF.

Personally, I am a fan of:
Coldstar with 3 Missile Pods
Advanced Targeting System
Exemplar of the Mont'ka
Vectored Retro Thrusters

Massive movement, choice of placement, and if you choose the correct placement, you can easily break contact and hide in cover until your next shooting phase. Missile Pods are preferable on account of their range. 36" is respectable, and increases the likelihood that you can find feasible cover that you can use as I mentioned above. Ultimately, it may be preferable to drop the Advanced Targeting System for a 4th Missile Pod, but I like the extra AP.

Also, get the Codex. There are a number of choices that are not readily apparent on battlescribe. If you switch from Tau Sept (for the Vectored Retro Thrusters) you could switch to Dal'yth Sept which opens up the Strike and Fade Stratagem which allows any unit in the detachment to use the abilities of the Vectored Retro Thrusters at the cost of 1CP. Dal'yth also get +1 to cover saves if they don't move (which is great for Broadsides and Stormsurges)
