New to 30k, and am creating an Ultramarine's army. I want a ten man unit of Cataphractii terminators as a sort of breakthrough unit, and was wondering about the merits of both choices of weapons and which is the best option. Thank you in advance of advice and opinions!

Cataphractii aren't great at being a breakthrough unit. Their inability to Run means they tend to lag behind the rest of your army (unless you're throwing them in a Spartan, which is horrendously expensive); other patterns of Terminator armour and Legion-specific units (you've got both Locutarii and Invictarii in Ultramarines) do that job better. If you're going to use a ten-man Cataphractii unit it's usually better to try and run them as a generalist unit and spend as little as possible upgrading them to do one specific job, so you'll probably want to keep the combi-bolters and power weapons on most of the squad and spend points on the heavy weapons. The downside, of course, is that the plastic kit doesn't actually come with power weapons, so you'll need either Forge World arms or you'll need to do some converting.

My plan was to throw them in a spartan, my Invictarus Suzerains will be rolling with a praetor in a land raider. the terminator squad will have 8 power fists and 2 chain fists. So would combi-bolters be better the volkite for my purposes?

How big of a game are you planning on playing? Ten Terminators in a Spartan is an iconic piece of 30k but it's also hilarious overkill if you're fighting pretty much anything other than another Spartan deathstar, and unless you're playing 3,000pt+ games your entire game plan goes out the window if you meet a list packing enough grav to drop the Spartan quickly. If you're just starting out I'd strongly advise leaving the Spartan deathstar behind for now.
