So the big FAQ from 8th edition granted smite cost increase exemption for units with "brotherhood of psykers" and "brotherhood of sorcerers" (Grey knights and thousand sons),
But i don't see it mentioned in 9th, did i miss it, or did they scrap it?

Because it's not a core rule and will likely be found in the Day 1 FAQ updating the codices to 9th edition.

If it was a rule from a codex, why would they not just keep it in the codex?
Because it wasn't a rule in the codexes, it was an amendment to the Psychic Focus rule.
Since a single psyker can cast Smite multiple times in 9th, it might have been an intentional omission to prevent something like Magnus from casting smite 3 or 4 times with no increased warp charge.

Its more likely gonna be in the 9th BRB, just like its now in the current BRB under matched play rules.

As an exception to a core rule for only certain armies, it is more appropriate for it to be in those codices..

There are "rare rules" in the back of the brb.
One of those deals with psyker units.
It goes: pick a model in your unit first, all effects, ranges, and perils are resolved by that model(heavily paraphrased).
One of the youtube guys did a full unboxing and went over the rules. There is also a helpful term glossary/quick reference.

Wait for the FAQs. Lots of units/armies will need mods to make rules work.
