Looking to create my own army, where can I find multiple army manuals for free that I can pull individual rules from?

While I don’t know of any *legal* means of finding codices and such, you can find army builder apps that have thorough summaries of unit rules.

BattleScribe, as an example, lets you build army lists in a way you could probably work with.
