GW has announced that the new points for 9th will be released in Chapter Approved on sale this July. My question is - does this mean that the next Chapter Approved/point adjustment will be released next July or do you think that there will still be a Chapter Approved 2020 released this December?

I would be shocked if there wasn't still one in december. No way are they that confident they got repointing everything at once completely correct.

While I would not be surprised if there was a Chapter Approved in December since this one is focused on Tournament Play and 9th Edition points, I wouldn't expect much regarding points revisions in it. It's not like they will have any time to gather data for a points revision between the release on July 25 and the go to printer date for December release.

They said in the preview for the 9th edition points update (“Munitorum Field Manual”) that it would be the new yearly update. So I don’t expect one in December.

Chapter Approved, or to give it it’s glorious full title, “Warhammer 40,000 Chapter Approved: Grand Tournament 2020 Mission Pack and Munitorum Field Manual” is your gateway to awesome matched play games. We’ve re-engineered Chapter Approved this year to be purely about matched play, giving you a host of new content for Grand Tournaments, as well as new missions Incursion and Strike Force engagements. Additionally, Chapter Approved comes with the 2020 Munitorum Field Manual, a massive update that brings every army’s points into line with the new edition of the game.
Sounds like it's the book for 2020.
I wouldn't expect another book till summer 2021. With the app, GW can iterate patches more frequently anyway (if they chose to), then bring them together each year in the book.

I mean...points will be in the app.
I dont see a purpose for most people to need a book. It will be tournament players "buying into" the new season for missions.
Even still that's easily distributed so they'll have to add fluff to give it any appeal.

Will they? The app is supposed to be available on Saturday, but they've not hyped it up or given us any information about it yet. I hope you're right but it seems odd.

Yea, but it might be a "buy the CA book digitally to access sort of thing". The app is surely doomed to have issues - no release goes smoothly unless they've been working on this more than a year ago, which seems unlikely since they'd have to change the methods of army building.

A lasgun is powerful enough to sever an ork's appendage or head in a single, well aimed shot.
Orks meks have a better understanding of electrics and mechanics than most Tech Priests.

My guess is no CA next December but points get updated anyway through the app and through PDFs on their website.
The next CA to be out in December 2021.
I doubt we'd be able to go a year and a half with no points update, no way they got them right at the launch of the edition.
The next few months will be wildly unbalanced, imho.

I don't see much in the way of points updates since GW will be lacking their major source of feedback (i.e., tournaments) until at least next year, if they happen at all.

That's certainly possible. I think moving it to summer to match the General's Handbook was deliberate. Anecdotally, many people hold off on buying stuff near the time of Chapter Approved while they wait to see the points changes. Having that coincide with Christmas gifting probably isn't the best for the bottom line.
I got almost no use from CA19 though (only 3 or 4 tournaments before stuff shut down, all of which used the ITC missions anyway), so I'd be quite happy if CA20 was good for 18 months rather than the usual 12. It's not like we'll be sick of the missions by then.

And it was a deliberate choice that the two books were roughly six months apart initially. Why would GW want to move ALL of their points adjustments to one month? The only reason the 2020 Chapter Approved was moved to July was due to the new edition.

With the book dropping prior to Christmas and gift vouchers being a thing, that wouldn't really impact GW's bottom line.
