Can a character with more than 10 wounds screen characters under 10 wounds?

Pretty sure you can't but I don't have my books on me right now.

It depends. Is this 8th Narrative Play, 8th Matched Play, or 9th Matched Play?

Yes, No, No.

The latest rules for 8th edition matched play characters can be found in Chapter Approved 2019.

In 8th matched play a character with more than 10 wounds protects a character with less than 10 wounds, if he is the closest enemy unit.
In 9th it depends, is the character with more than 10 wounds also a vehicle or monster, and within 3" of the character, and is there another friendly unit closer to the attacking unit ? Then the answer is yes.

Okay I grabbed my books...

Chapter Approved 2019, page 61, matched play.

"Targeting Characters
An enemy CHARACTER with a Wounds characteristic of
less than 10 can only be chosen as a target in the Shooting
phase if it is both visible to the firing model and it is
the closest enemy unit to the firing model. Ignore other
enemy CHARACTERS with a Wounds characteristics of
less than 10 when determining if the target is the closest
enemy unit to the firing model.
This means that if any other enemy units (excluding other
CHARACTERS with a Wounds characteristic of less than
10) are closer, whether they are visible or not, then the
enemy CHARACTER cannot be targeted."

So it appears a sorcerer can be screened by a lord discordant (assuming its the closest) in 8th...

And in 9th as well, but its because the disco lord is a vehicle/monster (and assuming its the closest).

9th Edition as well to a degree

Spoiler:

You ignore characters with 9 or less wounds for purposes on whether another given character is the closest, you wouldn't ignore a 12-wound character for that half of the rule.

For the initial 3" "covering" on the other hand, the vehicle/monster keyword would be key. The character keyword is irrelevant for the first half of the rule.

The very rare 10+ characters (or any single-model unit) that are NOT vehicles/monsters (Triumph of St. Katherine? Any others?) would thus not cover a nearby character with the 3" rule.

But for 8th, they obviously can. A sorcerer is protected by Magnus. A Tech Priest is protected by a character-Knight. A Broodlord is protected by Swarmlord. Etc..,etc.. (as long as the 10+ model is closer to the enemy).
