Very basic question - With the movement phase as defined in 9th edition (1 move units, 2 reinforcements) - is it possible to use cloud of flies on a unit that arrives from deepstrike? Alternatively if the unit is deployed as reinforcements using CP does it impact the ability to use cloud of flies?

Should work fine.
The stratagem only specifies the 'movement phase' as far as timing goes, and Reinforcements arrive during the Movement Phase.

The fact that its divided into 2 steps makes no difference.


There's some suggestion that such things will move to the Command Phase in the future (The primaris chaplain in indomitus uses litanies in the command phase), in which case, keep an eye on it when Death Guard get an update.

Efficiency is the highest virtue.

The "Movement Phase" now comprises two "steps". Step 2 of the Movement Phase is still in the Movement Phase.

Why would a movement phase stratagem move to the command phase?

Because GW?

Also because they went to great lengths to make a 'command phase' and currently almost nothing is in it, beyond 'get your 1 CP for the turn'
So don't be surprised if various Strats and abilities get moved into the command phase as books are redone.

That said, it could have just as easily been a strat that you used in enemy shooting phases. Nothing inherently makes it a 'movement phase stratagem'
