Introduction:
So a while back I had an idea for my custom guard regiment, the Vonya Krovi. I wanted a group of xeno-tech using non-chaos rebels that now roamed the stars trying to find a new worlds beyond imperial control to start their civilization over, and working as anti-imperial mercenaries in the meanwhile.
This is a refinement of those rules.
Tempestus Scions: Vonya Krovi

Regiment: Vonya Krovi:
Units of Tempestus Scions with this regimental keyword can include one Tempestor Prime in their unit by paying the standard points cost. This Tempestor Prime must stay in unit coherency throughout the battle, but can take any of the equipment on its data-sheet.
When a Tempestor Prime is taken as a non-warlord HQ choice, up to five models may be taken as a single unit, provided they stay in unit coherency during the entire battle.
Tempestor Prime units with the Vonya Krovi regimental keyword gain +1 to hit.
Vonya Krovi Warlord Trait:
Xeno-tech Enhancement:
Choose this trait only if your warlord is a Tempestor Prime. All Tempestor Prime's and Tempestus Scion's in this warlord's detachment gain +1 toughness. Any Tempestor Prime or Tempestus Scion that is killed within 6'' of a warlord with this trait may immediately roll 1d6. On a roll of 5-6 that model is not killed.
Vonya Krovi Strategems:
Las-Lock Rifles: (1cp) This strategy may only be taken before a battle begins, but may be taken multiple times. Choose a unit of Tempestus Scions. That unit's Hot-Shot Lasguns change their range characteristic to 30'' and hit rolls of 6+ with these weapons automatically wound the target, regardless of toughness.
Coordinated Volley: (3cp) Use this strategy during the shooting phase. Choose a unit of Tempestus Scions within 6'' of a unit that has already attacked this phase. The chosen unit may attack immediately with all ranged weapons it is equipped with, even if it has already attacked this phase, and gains +1 to hit this phase.

I think the warlord trait needs work, but I think everything else is pretty much a "you have to pay for it" type deal.
I mean, yeah, the primes are powerful, but you still have to pay the 40pts base cost for them, and even then they aren't that great. Especially when you consider that you aren't using any other tempestus special rules instead. The best you can do is give one a plasma pistol and a power-fist (and you have to pay for them both.)
Similarly, the "cadre" of primes is nice, but for five you are basically paying for a terminator squad that can be killed a lot easier. It would be cool, and powerful, but not exactly game breaking most of the time. The only real change I could see there is maybe getting rid of the character rule for those HQ choices so that they could be targetted like any other unit.
Then the "big" strategem costs a ton of CP, and even then it's ONE extra shooting round for ONE unit of scions. I don't know, it seems like it would be fun when you got it to work, but I doubt it's a real game changer most times.
The "Las-lock Rifles" are pretty cool, but most of the time people aren't going to be looking to buff the hot-shots and instead just go with more special weapon spam. Even if you wanted to, that 1cp per unit is going to add up fast in a scions list.
I'm thinking maybe making the warlord trait just the 5-6 prevent death bubble, and getting rid of the toughness enhance.
Obviously, soup rules make a lot of this more difficult to balance, but played as a mono-faction I think it's actually fairly balanced against other scion offerings.

40 points for an order and +1 to-hit is probably okay.
But a Warlord Trait to make everyone T4 and gain a 5+ (better than) FNP? That's bonkers.
And for 1 CP, you can almost double your range permanently, as well as gain a buff to make up for your low Strength? No, I wouldn't take it on EVERYONE, but it's a must-use strat on at least a few units.

Without knowing more about your fluff, I'm not really clear on what you're going for.
From what I can tell, these are unmodified humans that shoot more reliably than space marines. They're lead by prime-equivalents that are better at landing hits than millenia-old exarchs and whose accuracy is in the same ballpark as a marine captain's. And they're equipped with xenotech that makes them quite a bit more survivable than most aeldari or necrons (the allegedly most technologically advanced factions in the galaxy).
I haven't run the numbers to see if any of this is really imbalanced, but is it telling the story you want it to? It sort of feels like you're going for a "movie marine" type army but with unmodified humans. Wherein individual units simply have way better stats (or at least better chances of hitting) than their counterparts that use the official rules.
Also, not sure if it's a great idea to mix in primes into non-character units purely because the rules get a bit odd. Do units that get rerolls against characters get those benefits when targeting a unit containing a prime?
I'm also curious as to what your goal is with the squads of primes. That seems too costly to be useful. Is the idea to just have a squad of BAMFs with extra wounds and wargear options?

ATTENTION. Psychic tests are unfluffy. Your longing for AV is understandable but misguided. Your chapter doesn't need a separate codex. Doctrines should go away. Being a "troop" means nothing. This has been a cranky service announcement. You may now resume your regularly scheduled arguing.

It's too... meh... Add in some fun/dumb stuff!
Here's one I like to call 'Primaris Tempestus'...
All Tempestus units in this detachment have replaced their Carapace Armor with Power Armor. This Power Armor has the customary power supply common to all suits, as well as enhanced stability servos.
Due to this fact, all Hot-shot Lasguns are replaced with Hot-shot Volley Guns, and all models gain Relentless.
Warlord Trait: Awe Inspiring Leader, this leader inspires such resolve and commitment in all his troops, that they will fight on despite their wounds in the name of the most glorious Emperor - all Tempestus units within 12" of the warlord have a 4+++ FnP, in addition morale losses are reduced to D3 within 24" of the Warlord.
Primaris Tempesus Stratagems
2CP - Elite Pilots: The Tempestus is renowned for taking the very best of the Imperial Navy's pilots into action with its forces. - Modify the Hit of any Valkyries in a Primaris Tempestus detachment to 3+
1CP (used during deployment) - Additional Intelligence: Further intelligence gathering has been conducted prior to the battle, on enemy strengths and weaknesses, as well as. - Roll a D6 when an enemy unit has been wiped out by a Primaris Tempestus unit, on a 5+ the Primaris Tempestus gain +1CP.
