In 9th the supreme command detachment specifies only Primarchs, daemon Primarchs, and supreme commanders.

Shadowsun has a rule called Supreme Commander. Does this make her eligible for this detachment?

I can see the arguments both ways, as it is more likely a keyword ‘supreme commander’. But the rules were written just before the edition (likely with this in mind) and literally has the same wording.

99.99% she will be made a Supreme Commander at some point, but at present they are looking for a keyword called Supreme Commander which she does not (yet) have. I sincerely hope that they release an FAQ to errata some armies to have these Supreme Commanders, but until they make this change you're stuck with her not being one.

No, it does not. It refers to the SUPREME COMMANDER keyword which, at the time of writing, Shadowsun does not have.

It does not for a moment allow her to run in a Supreme Command Detachment. A datasheet ability is not a keyword, and the detachment requirements are unambiguous.

"Made with 9th edition in mind" Shadowsun cannot, by RAW, use the Supreme Commander detachment.

So who can currently use this detatchemnt outisde of marines and spiky marines?

I don't have the CA just the rulebook and FAQ.
Has this keyword been implemented yet via CA to other factions?

Im specifically interested in Eldar of the craftworldy nature.

The only factions that can currently deploy a legal Supreme Command Detachment are Thousand Sons, Death Guard and Ultramarines.
