No codex, nor legends, allow for Razorbacks to take Twin Heavy Flamers. Not even the Blood Angel codex.

Space Marines in the Index can have one though. So if he is using the index for 8th ed, he can take one.

Index options have been obsolete for some time now as they removed the flow chart that allowed you to use them with a codex at least a year ago (if not longer).

EDIT: Looks like it's only been about eight months since GW removed the flow chart from the 8th edition FAQ which wouldn't have applied to 9th edition anyway.

Well by that logic he can take them because the 7th edition codexes allow it /s

Since I wasn't clear before, I made the assumption that the OP was asking about the current state of the rules, rather than some Frankenstein mishmash of whatever rules they plucked out of thin air.

The ones they still want you to use have been incorporated into either codexes or Legends at this point.

Since they removed the link between the Index and the game, where do we go to find the rules for the Fortifications?

I will not rest until the Tabletop Imperial Guard has been reduced to complete mediocrity. This is completely reflected in the lore.

Chapter Approved 2019 has the current datasheets for Fortifications (that is, the ones not covered by codexes).
