I have some questions regarding the Master of Command WLT from the IG codex. I read that when it is taken by a commissar, je can order units regardless of their <regiment> including Scions.

1. Is it the same when the WLT is given to other IG characters without a regiment like priests, officers kg the fleet or techpriests?
2. Can a Commissar order a <regiment> unit to perform the <regiment> specific order?
3. Does DKOK count as regiment? In other words: can a commissar in a Catachan detachment order an unit in DKOK detachment?
4. If so, can he order them the usual IG set of orders or the DKOK ones?

1. The FAQ only applies to Commisars. For other characters, you would have to choose a specific regiment before the battle.
2. No, the Commisar does not have access to those orders.
3. On reflection, no as it cannot be selected to fill in for <REGIMENT>.
4. He would use the normal voice of command orders.

This is pretty niche interaction though, so I would be keen to see how other forum regulars read it.

1) The Voice of Command ability will not function for those models, as they do not have a Regiment. The only reason it works for Commissars is because Errata allowed it to do so.
2. No, he cannot, as he not part of that regimgnt.
3. DKOK is a regiment. However as per 2. he can't use the DKOK Regimental Orders.
