I’ve not dug into the 9th edition points, so this is going to be a lot of general rambling.
What do the snipers gain from the LSS? Normally their MO is to fins a cushy spot with some good LOS and plink shots downrange. I don’t think the LSS lets the passengers move and fire heavy weapons w/o the -1, so the only thing they gain is the ability to move to get better angles. IMHO it’s not worth taking the penelty to hit, and you would be better served with bolter/CC scouts.
It looks like 9th might be a good place to rapidly deployed ObSec, so there might be a place for the LSS. But you might also want to stick some intercessors in an impulsor. You do get roughly 2 mounted scout squads for the cost of one mounted intercessor squad, depending on gear and upgrades. Less rugged, but lets you cover more ground, take more actions. Could be good for secondaries.
Of course, scouts have their own deployment options, and are not the only SM troop pick with them. If you worry about efficiency, you can start crunching numbers on how many wounds you get per point, durability, etc. I didn’t field my LSS a lot in 8th.
I’ve always been a fan of speeders. 8th was not kind to them. Mostly due to the -1 to hit when moving. Which sucked the life out of their reason to exist; mobile firepower. They are fragile. Always have been. But now they can do their job or getting guns where they need to be and put down some fire again.
Are they the best way of getting firepower to the table for their points? Probably not, but they don’t look too bad. I look forward to getting mine back out on the table again.
