How does the incursion power interact with the matched play rule for no reinforcements or tactical reserves turn one? It seems a no exceptions rule, but I've seen hints in threads to the opposite. Opinions?

(sorry if this is well covered, just give me a link, my search on these forums has failed so far)

Incursion allows you to summon. Summoned units are not part of your army so you can bring them in whenever you want, including on the first turn. They are not considered to be reinforcements or tactical reserves. However, remember that in matched play you need to have points set aside in order to summon anything.

Incidentally, I had to find a scan of the Incursion power online. Apparently it was part of Shadowspear, but does anyone know if it got reprinted elsewhere? I didn't get the second edition Chaos Marines codex because they said that the books I already had should cover everything, but I don't see this power.

Units summoned are newly created units, they are neither reinforcements, nor strategic reserves. You can summon in T1 of a matched play game, but you need reinforcement points.
