Legends have the same status as Codexes or Forge World Indexes. They are still legal, still valid, can be used anywhere and everywhere unless otherwise stated.
The "unless otherwise stated" generally means people who run tournaments are advised to not permit them as they are never ever going to be re-balanced or fixed as the game moves on. There seems to be an even split (as far as anecdotal experience suggests) as to whether people forbid them in matched play, allow their opponents to use them but choose to not use them themselves, or are fully ok with them on the same level as codex units.
As far as the game is concerned, they are usable in any game format. Any prohibition on Legends units is a House Rule or a Tournament House Rule, nothing more, nothing less.

We won’t be doing this for the Warhammer Legends, though. Once we’ve assigned them their final points, they won’t be part of that ongoing balance review – and we won’t be recommending Legends units for competitive tournaments. This means that event organisers and attendees alike can guarantee everything they’re gaming with is easily available and has been subject to the same rigorous balance and playtesting process. Of course, organisers are also free to run Legends events, allowing the use of the full classic range in their games.
Keep in mind, however, that some models did not make the transition to Legends and, despite some of your models possibly having a previously legal loadout, no longer can run that loadout whatsoever as the old "Index Flowchart" is not a part of 9th edition. Examples include Grey Knight Librarian with Storm Shield, or the LasPlas Razorback.
Oh, and a quick point about the Big Mek. The [Legends] unit you're seeing is for the Big Mek, not the Big Mek w/ Kustom Force Field from Saga of the Beast. Those are two totally unrelated datasheets. The Legends Big Mek has a full set of customisable wargear, while the Saga of the Beast Big Mek w/ Kustom Force Field has no wargear options.
