I love the Stormsurge, but I only have 2. And I'm not going to run them if I can't support them. As most support is Sept locked, can I choose to run generic, sept-less tau?
If I can, I'd probably run an Outrider Detachment to support it, a commander, some marker drones, etc.

Not sure what you mean by "Sept-less". They have to have a Sept, but it's possible to not benefit in any way from it just fine. Field it in a Super Heavy Auxiliary Detachment. It'll cost you 3CP and you won't gain the bonus abilities of your Sept. You can even do this twice (6CP for two such detachments).

No, <SEPT> must be replaced with a Sept choice. I am not sure what running them Sept-less would do to improve your ability to support them if, like you say, support is all Sept locked. If you want to run them, you need to run them in two Super-Heavy Auxilliary detachments for a 6CP penalty, and pick a Sept for them. Even if you bring a 3rd Lord of War, you're gonna have to pay 6CP for a normal Super-Heavy Detachment as Stormsurges are TITANIC. In short: You must pick a Sept, and will have to pay a 3CP penalty for each Stormsurge you want to bring.

Just because they don't benefit from your Sept bonus, doesn't mean Stormsurges in aux detachments don't have a sept keyword. You can still support them with <SEPT>-only abilities of other units.

That's a good point. Yeah, you'll need to select a Sept anyway, I don't understand the logic as to running them Sept-less to improve support.

You can make a custom sept from the Psychic Awakening book, if none of the mainstay ones attract you

You could make them a different sept from the rest of your army to ensure that they never get external support
If you really wanted to remove the sept abilities from everything then you could give them custom sept tenets from The Greater Good and pick abilities that don't benefit your army. For instance, pick Stabilisation Systems and Manoeurvering Thrusters when you have no BATTLESUIT models.
Also, if you like pedantry, you can replace the <SEPT> keyword with FARSIGHT ENCLAVES, which is technically not a sept
Of course, I have no idea WHY you want to do any of these things. Sept tenets are bonuses with no downsides. Why would you not want them?

Selecting a sept/chapter/cult etc to replace the bracketed keyword is a mandatory requirement during list building. You can go with a custom sept with PA books as mentioned above.
