I'm new to 40k and I picked the deathwatch for my first army. I get got a primaris chaplain and I'm not sure how the Banebolts of Eryxia relic works.
Is he the only one that can use them or can the entire deathwatch use them, assuming they can use SIA.

The wording is clear that all effects apply to 'the bearer'; this is the character model that is carrying the relic. No one else gets the effect.

EDIT: Reading your question again, you might be asking if non-chaplain characters can take relics? If so, the top of the page tells you who can take them (any DEATHWATCH CHARACTER). Therefore any Deathwatch character model that can use special issue ammunition can take the Banbolts of Eryxia relic.

Relics do exactly what they say on the tin. The Banebolts say the bearer can use them, no-one else.

That restriction does seem a little pointless as no CHARACTERS in the codex don't have SIA, but my best guess it was there as a sanity check in case any future publications created a CHARACTER that could be Deathwatch without SIA. I can't remember when the Chaplain Dreadnought from Forge World got the "Can't take relics" rule, but it might have been a case where, at some point, you could take a Chaplain Dreadnought as DEATHWATCH and give it a relic, in which case the restriction would have prevented it from having the Banebolts.
