1. They have the troops symbol in the Codex.
2. There is nothing about them in the FAQ on the GW website
3. Battlescribe has them in the elites section (but they aren't official rules)
What definitely makes them troops or elites in the death guard army?

Nurglings are troops, regardless of whether they are the Death Guard version or the Chaos Daemons version (they are, in fact, the same datasheet, word for word).
This seems to just be an error in Battlescribe.

Codex and any FAQs always take priority with this kind of thing. Remember that Battlescribe is a third-party, and they've been known to make mistakes before.

It doesn't really matter what they are, since you can't take them in a Death Guard detachment, despite them being in the codex. If you take nurglings, you now have a nurgle detachment, not a death guard detachment, i.e. no detachment bonus and no access to strats (unless you have another pure deathguard detachment).
I mean yes, the answer is they are troops. Just troops that can't actually be taken in a Death Guard detachment.

i.e if you want to use nurglings, and you should, you take a patrol of Nurgle deamons with a prince and 4 squads of nurglings, then a Death Guard battalion.
Paying 2 CP's to access nurglings is a no brainer.

Page 96 of the codex (bold black text on top of the page) defines a death guard detachment as "any Detachment which includes only DEATH GUARD units."
Nurglings and other daemons in the codex simply don't have the DEATH GUARD keyword.
You can still run them in one detachment because of their shared NURGLE keyword, but that detachment would not have objective secured troops, inexorable advance, does not unlock stratagems (both codex and WotS) nor can it be of a plague company.

Nurglings are not Elite in any catalogue in the Battlescribe data set. Mainly because they only appear as Troops in the Daemons catalogue because that's where I put them.
If you're actually seeing them as Elites somewhere, then something has gone horribly wrong with your data.

They show up as elites in the Death Guard army selection, and troops in the Daemon army selection. I am only referring to Death Guard in this thread.
Jidmah, seems as if the intention then is you are expected to summon them into your army. 8th edition while kinda decent has the worst rules interactions I have ever seen in 20yrs of playing this game.
