If paper then what for?
For piece of terrain or a banner?

I would say (FreeTrial version of Photoshop) if you are familiar with user interface.
Best program for designing your own symbol with low learning curve?
Photoshop is reasonable
Corel Draw is reasonable
ClipStudio is reasonable
All image editing software now have FreeTrial version, so the cost is not an issue.
Plenty tutorials and guides on line how to operate each program, so that should not be an issue.
Each program has rulers built in, you can set your measurements and position your designs.
Or you mean 3D printing?
For 3D I, me self are learning Fusion360 now. Fusion has reasonable learning curve, so far it is solid.

Sorry I should've been way more specific in my post. I meant printing on a transfer sheet to use on infantry and vehicles.

Oh, ok.
I never done something like that before, but imagine it would be similar to printing on paper, provided that the sheets come in standard sizes.
So you would use some sort of image editing software to prep your file in similar way you would prep it for printing on paper.
Use same rulers within the program, prob in mm, to set the scale.
Then print it out on paper to see if the scale is what you wanted, make adjustments and do another test print on paper.
