Can I spend command points on pre-battle stratagems that are gained via a warlord trait before the battle?

Prophets of Flesh: Diabolical Soothsayer- "...if your army is Battle-forged, roll a D3 before the battle begins; you gain a number of additional Command Points equal to the result."

Prizes from the Dark City (or any pre-battle stratagem)- "Use this Stratagem before the battle..."

In a Combat Patrol, you start with 3 CPs, so I'm just wondering if I can spend 4 CPs on stratagems before the battle begins.

I would say yes, you can. At least, I can't find anything prohibiting that. Step 13 of the Eternal War mission pack is "Resolve Pre-Battle Abilities" which states
BRB, Page 282 wrote:Players alternate resolving any pre-battle abilities units in their army may have, and resolving any Stratagems that are used before the battle (excluding those that upgrade their units or those that enable them to set up a unit in a location other than the battlefield), starting with the player who will take the first turn.
so you would use the Diabolical Soothsayer ability as your first Pre-Battle ability , and then use your 4-6 CP on other Pre-Battle stratagems.

You cannot spend them on anything you need placed on your list before the game, so no for unit upgrades. You cannot spend CP you don’t have and you don’t know how much that is until you roll.

Agreed, you can't use the extra CP in Step 2, but you can use it for stratagems used in Step 13.
