There seems to be a lot of confusion what this change means. And ofc GW in their infinite wisdom can't even give examples of how the rule works.

If the rule is such that I get a 2+ save against someone shooting my guard with a -1ap weapon, a 3+ against -2ap, but I suddenly get a 4++ against anything with ap-3 or higher, I'd much prefer to keep my 3++.

You have interpreted it correctly and it is a nerf in the context of tanking high AP wounds.

Custodians keep their 3++. Their special rules improve ALL invulnerable saves, to a maximum of 3++.

The 4++ becomes the 3++ with that, and the added benefit of ignoring AP1. It's a flat buff.

Fair. Didn't realize it applied to all Invuls.

This is, of course, assuming that Custodes will work the same way when the changes drop... the weapons update that contains the Storm Shield change will, after all, need to be an FAQ that might well change other things to suit.
It'd be an awful move for the army's viability, for sure, but I'm not prepared to count out the possibility yet.

I would say it’s a buff.
With the new rule, you still get 3++ but you also get 2+ save aginst -1 ap weapons.
