So when you charge and you have fly you ignore models and bases what happens with intervention and fly?? I can't find something in the rules... Does it count as a charge move because it happens during charge phase??

It doesn't count as a charge move, no - Heroic Intervention is its own thing, I know that much. Sadly I don't have the rules to hand right now, so I can't check how Fly interacts.

There are special rules for Flying When Charging, but this refers only to a Charge move, and Charges are now a separate step from Heroic Interventions in the Charge Phase.

I would not be surprised if they intended it to cover Heroic Interventions as well, but by RAW it doesn't look as if Fly would apply during a Heroic Intervention. I would suggest talking to your opponent before a game about it if it's an issue with you; I would not be surprised to see most people allowing Fly to apply then as well.
