Did I miss something? Is it a revision error or typo? Why exactly can’t Centurions that stood still not double tap with rapid fire bolt weapons? Centurions went from double tap all the time to not even when they stand still?

My WHFB armies were Bretonians and Tomb Kings.

Bolter Discipline keeps the default mode of Rapid Fire weapons as an option (2x shots at half range). CENTURIONS just can't get double shots at max range any more.

My suspicion is because there is a disconnect in the fluff. A Tactical Marine with a Boltgun has a "spiritual connection" to the weapon. A Terminator with his Storm Bolter is the same. Mini-Baby-Carriage-Marines with 6 Bolters strapped to their chest isn't really the same.

It also might just be because they decided to arbitrarily nerf Assault Centurions as they were good before, thus causing people who bought them to now have to buy new models.

If I'm not mistaken, the only case where this makes any difference is the Hurricane bolters, correct?
My guess is that it's to stop them becoming too powerful in the way that Aggressors were when they could double-tap.
