The answer to that is "Sort of".
1) They talk about it in the days leading up to the newest Chapter Approved volume.
2) It's mentioned as one of the features in the item description of Chapter Approved 2020. Unfortunately this item is hidden away on their site under "Ways to Play", Matched Play..... Here's the link:

3) You could always give their App a try..... I wouldn't recommend you
paying for that though. You're $ will be better spent on more models, supplies, or even just lunch.
If you're playing with any experienced player they'd point you in the right direction. Or they'll recommend using the Battlescribe app - wich is free AND works (as opposed to
GWs app).
If you're playing with similarly inexperienced players? Then you'd most likely be using the points in the back of your codex, be happy enough, & notice no difference in your games.
I assume their newest reasoning/excuse is that's because they want you to use their App.

Every few months you'll want to check back in on the
FAQs/errata/Downloads for both the general rules & your army there on the Community page. Why? Because
40k is not a stable rules set &
GW will change things. Pts will go up, pts will go down, they'll make up new rules, they'll issue errata for stuff that a special needs monkey could've predicted needed changing before it got sent off to the printer....
