Suppose I have a level one Empire wizard with van Horstmn's Speculum.
This reduces my enemy to one attack.

I presume the enemy still gets to use its own magic weapons.

But if I also give my guy the Warriors Bane Sword (which reduces enemy attacks by one)

Would my enemy's attacks now be zero?

Or do you always get at least one attack?

Yes, the Van Horstmanns Speculum /Parrying Blade combo is well known way to make a challenge trap character.
