I'm new to miniature wargaming and 40K with Indomitus. I split the box with a friend and we've added a few models (see below). Every time we play Combat Patrol (<=50 PL) he basically just marches his Skorpek Lord + Destroyers and Wraithes + Scarabs at me.

I try to create a gunline to hold him back, sending Outriders up the outside to flank and hopefully wear him down but once we fight he wipes me out. I've used obscuring cover to start with but unsure when to pop-out of cover to engage. I think I just need to learn some tabletop tactics. Any ideas where a newb can find some solid advice? (lists below)

Make your Captain into a Chapter Master and target your eradicators to get re-rolls. Use your eradicators to shoot at the skorpekh destroyer squad or praetorians they will not get a save. With 6 shots you should be able to kill them in one volley.

Don't worry losing is apart of growing we all have been in your shoes.

Make him a Chapter master so he can give re-rolls to hit to your eradicator unit.

Use transhuman physiology stratagem on them to make them harder to kill in close combat.
They can kill the scarabs or warriors in melee.
Try to assault their cc units so you can do a small amount of damage but it will mainly give you time for your elite choices to get within charge range.
There is a stratagem called fall back and re-engage. It allows you to fall back and charge you can use this to leave combat with his scary close combat unit and move towards his warriors and charge them.

These are good units just use terrain to protect them from shooting and charge his cc units and you should do well, don't forget to overwatch with your aggressor squads as the flamers auto-hit.

Note that you are playing Incursion, not Combat Patrol.
For game size, the count of PL is total between the two players, so 43 + 47 = 90, almost 100 PL. You should start with more CP and be able to field another detachment, but the field should be the same.
Not sure if this has some importance for you guys but...

Also do your best to stay farther away, this is harder to do in 9th than in previous editions. His warriors want to be within 12” and everything else he has wants to be even closer as they are close combat oriented.
