Probably a dumb question but I thought I’d ask. He’s in Phobos gear, but I think it says only a Phobos Captain or Lt specifically provide the aura buff at any range to them right?

From looking over the Infiltrator rules, yes you would, assuming he has the PHOBOS keyword.

I don't have the Raven Guard book, but I am pretty sure Shrike's re-roll aura is named "Chapter Master" instead of "Rites of Battle" so the infiltrator com array does not help.
Codex Space Marines 9th edition pg 142 Infiltrator Coms Array wrote:
The bear's unit is always considered to be within range of the following aura abilities of any friendly <Chapter> PHOBOS units that are on the battlefield: Rites of Battle; Tactical Precision.

Okay awesome. So I can have him give a squad of Vanguard re-roll all hits while they’re with him, and then infiltrators chilling on objectives can get the re-roll 1’s anywhere?

That's a nice discovery. At only 5pts, the comms array might be an auto add for my RG infiltrators since I often take Shrike.
