Short story long: Spac Wolf Frost weapons give +1 to streanght and + 1 to damage to claws, swords and axes or their master craftet wariants as a relic. If you have a pair of claw you can apply the bonus to both. Along with the claws +2 attacks and re-roll to wound.
Who wears it better a Wolf Lord on bike/thunderwolf. Or a wolf guard group leader? See space wolfs can for 1 CP give such a relic upgrade to some form of group sergant. (Special Issue Wargear only.) Obvius canidates are Terminators or Thunder Wolf Cavalery.*
But it gets trickier. The Wolf Lord can stack 2 warlord traits. Choose 2 out of the 3 following:
Beastslayer: When attacking monsters or vehicles +1 attack. When attacking monster and vehicle add + 1 to attacks hit and wound roll.
Wolfkin: Always be in shock assault and get d3 attacks instead of one.
Hunter: +1 to advance and charge. Can charge a turn it advanced or fell back. (Good on a bike.)
Lastly the stratagem 'Savage Strike' ads 1 to a units wound roll.
So you have a pack leader with +2 attacks, +1S, D2 re-rolling wounds with +1 to wound.
Or you can have a Wolf Lord on a bike with 20+ charge threat range. 7 attacks, +1 to hit, S5, D2 with +2 to wound with reroll to wound vs vehicles/monster (Beastslayer and hunter warlord trait.)
Obviusly the wolf lord is better. But you can also build very good wolf lords with armour or russ or pelt of balewolf. And having that 20+ charge threat range means he will sueside a lott.

(Yes you can take a long fang terminator battleleader with mastercrafter (d+1) assault cannon.)
