Under Proteus Kill Teams there is no option to add Blackshields, nor are Blackshields an “upgrade” to Deathwatch Veterans. Am I reading it right that there is no way to have a Blackshield in a Kill Team? Only as part of a Deathwatch Veteran unit?

At least they can have Heavy Thunder Hammers now...

Correct. Blackshields are only an option for regular Deathwatch Veterans. I can't see any benefit other than the option of a Blackshield for taking Deathwatch Veterans over a 10 Veteran Proteus Kill Team. Whether this is because GW are going to legends Deathwatch Veterans, or to give the Deathwatch Veterans datasheet a reason to be taken/existing other than acting as a statblock for the Proteus Veterans, I can't say.
