Just an amusing idea I once had. The concept is meant to present a being which is so utterly wrong in existence that its mere presence causes temporal tremors. The best way I could think to represent this was forcing a re-roll by an enemy unit that could shift the balance in a critical moment, as time around the abomination blinks backwards just enough to let events play out differently than they were meant to, letting a lascannon or meltagun shot go astray when it was needed most.
Rule:
Anachro-Aberrant Presence: Lord of Change or Daemon Prince of Tzeentch only. Once per battle round you may designate a hit, wound, damage, or save roll made by an enemy unit within [X]" of this unit which must be re-rolled. This rule may be used on hit, wound, damage, or save rolls that have already been re-rolled because of another rule.
Feels like a tricky sort of thing that can make for tense moments. Would it be too much? Too annoying for opponents to put up with? Cut it back to Lord of Change only? Maybe let it screw with other things?

I would not let you reroll a reroll.
I don't think the concept is bad, just that bit of it.

I agree with JNA. It's a cool idea but keep it in line with the "no rerolling a reroll" system.

Cool concept but it does need a little adjustment. I'd suggest "when a model within 6" rerolls a hit, wound, damage, or save roll you may designate another die that the player must re-roll as well". I like the concept of a unit putting some pressure on the full reroll units, Usually those are auto includes so it's a nice counter point.

Well that's a rather tricky way to do it, and tricky is very good. Though that doesn't quite capture the same theme I wanted of an entity which inexplicably distorts time around it through sheer abominable presence.
So with this alternate idea, how often would it be fair for it to go off with that condition? Treat it like Salamander's rerolls where they get it per unit? Stick to once per battle round?
Seems like the initial idea for mine allowing repeat rerolls is very much disliked. I figured that the amount of ways to get rerolls could make the trait too weak. At the same time it felt like a very trollish exception, letting you snuff out a ray of hope.

Rerolling a reroll is a cardinal rule for GW. The better outcome for this would be:
a. Force an opponent to reroll a successful (intial roll) OR
b. Do not allow an opponent to use a reroll (cancel out the reroll attempt).
Even that is clunky, but it would fall within the spirit of never rerolling a reroll.

Maybe make it a once-per-game reroll for yourself (usable on the same things as the CP reroll) and a once-per-game Agents of Vect type effect? Maybe restrict it to only working on strats worth 2CP or less or something? Half-baked idea, but 'Vect seems like an appropriate mechanic to take notes from when trying to stat out Tzeentchy trolling.

ATTENTION. Psychic tests are unfluffy. Your longing for AV is understandable but misguided. Your chapter doesn't need a separate codex. Doctrines should go away. Being a "troop" means nothing. This has been a cranky service announcement. You may now resume your regularly scheduled arguing.

Canceling out stratagems with a Warlord trait seems a tad far, even with a cost limit. How many stratagems cost 3 or more CP? There's Vect itself, plus the GSC version, then Honor the Chapter for every SM. Blanking on any other big ones. Thinking about it, why do Tzeentch daemons not have a Vect strat?
