The only true noise marine unit is Noise marines. So when running emperor's children, you're running CSM army with noise marines (who are only okay this edition, but I really like them). Their are mixed reviews on their weapon (its a little too expensive right now for basically one more shot and no cover) but the heavy weapon Blastmaster is a really good mid-level killer.
Noise marines also have a good strat that increases their damage output, and of course Music of the Apocalypse is fun, they are just expensive.
If you're playing for power, you have a shoot twice strat currently (I expect this to change). This works wonders with Obliterators or terminators with combi weapons. Or really any unit that has good shooting. Add on top the charge die strat (Honour the Prince)(which is from Psychic Awakening:Faith and Fury I believe (there are several other good options for EC in it as well)) and you have some good units. Its hard to go wrong with a daemon prince to smash people.
The basic army trait (fight first) has proven very good in this edition. If your opponent charges more than one of your units in a turn, you basically get free interrupts, as fight first allows you to alternate with his charges He picks a charger to fight, you get to pick a fight first unit, etc) and of course, after all charges, your units still fight first so multiple turn melees you can dominate (although not a common thing in this edition).
My group is a more casual playing group, so my EC's do well and are a lot of fun. I do run half CSM half daemons because I want to play my Infernal Enchantress. Plus the massive conversion options is cool (My oblits are a three peice band of lead singer, keytaurist and drummer, see my gallery). For serious competitive play, I don't have a ton of experience, so can't help.
