If we are talking just from the main Chaos Space Marines dex...

Best: Obliterators, Plasma Terminators, Lord Discordant, Daemon Prince and Havocs.

Worst: Chaos Space Marines, Raptors, Warp Talons, Chosen, and Exalted Champion.

Reasoning on the worst category is the first 4 need more wounds and the Exalted Champion is a crap version of a regular LT for Space Marines because his wound reroll 1s is only in close combat.

I doubt a CSM DP is among the top 5. Its overpriced, can only cast one psychic power, and only has a 5+ inv.

CSM will get a second wound with the new CSM dex, but their points will also go up to 16 or 17.

I think the Raptors and Warp Talons would be awesome if you put them in Nightlord Legion. And I think we can safely assume that the CSM will gain another wound for every power armor units, terminator armor units, bikers and Obliterators

Berzerkers have to feature in the top-5, especially with an incoming +1W buff. They are the best CC unit in the game in terms of raw damage, and while they really shine in WE lists, they have a place in a lot of other legions too.

Relatedly, Exalted Champion really doesn't belong in worst-5. The guy is cheap, a beatstick and gives the most sought after CC buff in the game - reroll all wounds. Yes he has no invuln but in every other capacity he is a winner...

So I'd go for...

Best: Obliterators, Terminators, Lord Discordant, Berzerkers and Havocs. Nu Blood Slaughterer gets an honorouble mention.

Worst: CSM, Mutilators, Raptors, Land Raider and ... Greater Possessed? (He has a place if you go all-in on possessed I guess, but even then an exalted champ is a better pick.) Cultists might have to feature in there instead.

Mutilators are great. So cheap for dropping in for any combination of engage on all fronts/deploy scramblers/linebreaker. Takes some firepower to remove 9 wounds with a 2+ especially in cover. If not dealt with they will bully light infantry off an objective next turn...

They're not great. They're 30pts cheaper than a squad of chainaxe terminators (but 7pts more per model) and so much worse. Their 4" move alone relegates them to what you're suggesting - campers, that can't shoot and can't move towards CC effectively if they fail their first charge.
