Incidentally, I believe this list could be used in normal garage games (good) or friendly local small tournament (not the strongest but not the worst, maybe) but would struggle severely in anything like a GT tournament. That was the question you asked, really.
Lascannon squads are very vulnerable in ninth, as their long range fire is often limited by intervening terrain features and the 6 bodies do a bad job protecting 3 lascans. They can't move without losing most of their cadian related aiming (rerolls) and losing a point of bs as well, and thus, they are going ot be firing at 5+bs and then getting wiped by even casual return fire.
